Description:The Vehicle Engineering Manager (VEM) is the functional leader for approximately 40 LM engineering personnel to include associate managers, team leads, and chief system engineers and is responsible for technical execution of Statement of Work for their functional area. The VEM is responsible for the staffing, training, certification, career development and retention of all assigned system and subsystem engineers and is required to be on call 24X7 to respond to and manage resolution of mission operations anomalies. The VEM will be the primary customer interface for this functional area and will be responsible for representing the contractor management team and leading the development and across program (site functional areas, enterprise interfaces, and factory echelons) coordination of program technical recommendations to senior customer management decision authorities. The VEM is responsible for developing innovative approaches to efficiently and effectively execute and sustain mission operations while simultaneously managing and validating technical change to advance new mission capabilities. The VEM is responsible for ensuring this functional area is prepared to accept for new capabilities to include training of new personnel, development of engineering and maintenance procedures, and creation of automation products to efficiently perform daily tasks. The VEM chairs weekly functional area working group and review boards and is responsible for managing special projects, engineering activities, and functional area risks and opportunities. This has financial to execute within budget on a Firm Fixed price (FFP) cost control account and will be accountable for meeting Firm Fixed Price and Cost Plus Award Fee (CPAF) performance criteria. The VEM is responsible for working collaboratively across LM SPACE lines of business to enable and provide proactive end to end system engineering across development, maintenance and operations contracts to ensure corporate success. The VEM, along with the supporting management team of Full Spectrum Leaders, ensures that all customer, LM Corporate and company are met by the employees with respect to security clearances, compliance training, performance management, correct charging to programs, metrics collection, relevant process framework establishment/ adherence, travel and other areas of compliance. In addition, the VEM and supporting managers will oversee the development of employee performance objectives, including skills development and other developmental needs. The VEM will have responsibility for overseeing the implementation of the annual performance assessments and salary administration for the employees in their area of responsibility. The VEM, with inputs from the Senior Manager/Site Lead, will actively maintain the staffing projections for their functional area to ensure certified personnel are in place to meet execution requirements. The VEM will work closely with the other managers to coordinate staffing and employee development activities. The VEM functionally reports directly to the Senior Manager/Site Lead and supports the Enterprise contract/site specific business rhythms, including supporting captures, customer on-site meetings and other new business activities. Applicant selected will be subject to a government security investigation and must meet eligibility for access to classified information.Basic Qualifications:- Demonstrated management and leadership skills (prior lead, supervisor and/or management experience) - Successfully demonstrated Full Spectrum Leadership capabilities and performance- Proven track record of establishing relationships, communicating effectively with senior leadership, customers and other stakeholders.- Strong executive presence; experience with technical planning, system integration, verification and validation, cost and risk.- Demonstrated ability to manage multiple tasks simultaneously and quickly adjust to changing priorities.- Must have 10 years of related technical experience - Direct familiarity and support to customer in resolution of system / software/hardware issues affecting operations- Must have demonstrated ability to manage budgets/cost performance- Substantial knowledge of LM policies and procedures- Demonstrated continuous process improvement experience- Must possess a current SCI clearance and the ability to obtain access to specific special access program(s)Desired Skills:- Specific program level experience in the Block 3 arena and knowledge of upcoming deliveries and milestones.- MS in relevant engineering field (i.e., Aerospace, Computer, Electrical, Mechanical Engineering, Physics).- Prior experience as a Cost Account Manager- Proposal activity experience and ability to solidify on-contract growth through White Papers/Trade Studies/ROMs/ECPs/etc.- Relevant technical or leadership experience at an operations facility and development factory Lockheed Martin is an Equal Opportunity/Affirmative Action Employer.
